Effective and ongoing stakeholder engagement enables better planned and more informed policies, projects and services including a greater understanding and management of issues and potential risks. For stakeholders, the benefits of engagement include the opportunity to have their issues heard and contribute to the decision-making process.

The following engagement principles are used when conducting our business:

Inclusive – We understand and acknowledge stakeholders’ views and consider the issues from their perspective, and be clear and open in our communications.

Relevant – We are risk-based and adaptive, and continuously adjusting our focus in response to changing circumstances, seeking the best outcome for the people of Western Australia.

Responsive – We keep stakeholders informed of issues that affect them by providing transparent, timely, consistent and accessible information and feedback, and engage in a manner that encourages mutual trust and respect.

Stakeholders are individuals, groups or organisations affected, directly or indirectly, by our activities and those that affect our activities. These include the broader community, internal staff, communities affected by mining or petroleum activities, local State and federal governments, community groups, Aboriginal communities and industry groups.

Mining Regulations Amendment Regulations 2024 (Consultation Draft)

The Department of Energy, Mines, Industry Regulation and Safety is seeking feedback from stakeholders on proposed amendments to the Mining Regulations 1981 to prescribe the requirements of the Eligible Mining Activity (EMA) Framework.  

The EMA Framework is a new form of authorisation for certain minimal disturbance and low impact activities. Under the EMA framework tenement holders will receive automatic authorisation to undertake eligible activities by submitting an EMA notice. 

The criteria for what constitutes an EMA, along conditions of approval are provided for in the draft Regulations. 

An information sheet has been developed to assist stakeholders with interpreting the regulations. 

The department will provide a response to each submission received. All submissions will be collectively published and made available to the public in a response to submissions document. Submissions will be published verbatim, with the submitter listed.

Draft Mining Development and Closure Proposal Guideline

Draft Small Operations Mining Development and Closure Proposal Proforma

The Department of Energy, Mines, Industry Regulation and Safety is seeking feedback from stakeholders on the draft Mining Development and Closure Proposal (MDCP) guideline and Small Operations MDCP Proforma.

A MDCP will be a single application document that only captures information required for assessment of a proposed mining operation. The draft guidance provides information to assist applicants in preparing a MDCP.

The department has also prepared a FAQ document to provide further information.

The department will provide a response to each submission received on this paper, which will be collectively published in a response to submissions document. Submissions will be published verbatim, with the submitter listed.
